Luigi is the son of Girolamo Ruffinu and Maria Masala. He first appears in the Nule "matricola" records in 1795. Since there do not appear to be matricola records for 1794, and since he is not present in those for 1793, we may put his birth in c. 1793-1795.

Luigi's first wife was Grazia Coloru, whom he married in 1815. We have a copy of the record of this marriage obtained from the Nule diocesan archives (see right) dating to October 30 (?), 1815. From this marriage, Luigi had four children, Girolamo Ruffinu (b. 1816), Giovanni (Giuseppe Salvatore) Ruffinu, Nicolo Ruffinu (b. c. 1828), and Giovanna Ruffinu (b. 1819).

Luigi's second wife was Francesca Farre / Crabangiu. A copy of the marriage record from the Nule diocesan archives in our possession (see right) is dated to November 17, 1831, and indicates that dispensation for the marriage was received on September 27. Children from this marriage include Giovanni Antonio Ruffinu, Salvatore Ruffinu, Maria Ellena Ruffinu, Carlo Luigi Ruffinu, Lilla Ruffinu, and Luisa Ruffinu. All of these children appear in the Nule matricola. Known from other records but not yet found in the matricola is another child, Rosalia Ruffinu.

When Luigi appears in Ozieri civil documents relating to his children, he is described as a "muratore" or mason.
